1. What This Reference Is

El Cerrito Residents Directory is a privately operated reference to public rolls, record indexes, and historical directory collections concerning El Cerrito, Contra Costa County, and California. It does not host government records and is not affiliated with a city, county, state office, court, library, or other records custodian.

2. Rules for Lawful Use

Use the pages and linked tools only for lawful purposes. You may not use information obtained through them to:

  • Stalk, harass, intimidate, threaten, or harm another person.
  • Locate someone protected by a restraining order or other safety measure.
  • Commit identity theft, fraud, or another unlawful act.
  • Make an FCRA-regulated decision involving credit, employment, tenant, insurance, or another covered purpose.
  • Scrape, reproduce, or republish pages at scale.
  • Interfere with the operation, security, or availability of the service.

3. No Consumer Reporting Agency

This service is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. section 1681 and following. Neither the text here nor results returned by a linked tool are consumer reports. They may not be used to decide eligibility for credit, employment, housing, insurance, or another purpose regulated by the FCRA.

4. External Links and Tools

County and state portals, library services, archives, courts, and sponsored search tools operate under their own terms and policies. El Cerrito Residents Directory does not control their content, availability, price, results, or data handling. A link is an access pointer, not an endorsement or guarantee.

5. No Warranties

The pages are provided “as is” and “as available.” No warranty is made that information is accurate, complete, timely, or fit for a particular purpose, or that an outside portal will remain online, return a result, or display a complete record.

6. Liability Limits

To the fullest extent permitted by law, the operators are not liable for direct, indirect, incidental, consequential, special, or similar damages arising from use of the reference or a linked resource, including action taken because of a record found through it.

7. Indemnification

You agree to indemnify and hold the operators harmless from a claim, demand, loss, or expense, including reasonable attorneys’ fees, that results from your misuse of the service or violation of these terms.

8. Intellectual Property

The original words, design, logo, and layout are protected by copyright. Linking to a page and quoting a brief attributed excerpt is permitted. Full-page republication, systematic copying, and large-scale extraction are not.

9. Changes to These Terms

The operators may revise these terms by posting a replacement version. Continued use after a revision means that the updated terms are accepted.

10. Access Restrictions

Access may be blocked or limited for a person who violates these terms, abuses the pages, or threatens their security. A restriction may be imposed without advance notice.

11. Governing Law

California law governs these terms without regard to conflict-of-law principles. The California Public Records Act is codified at Government Code sections 7920.000 and following. California consumer-privacy duties, where applicable, include the Consumer Privacy Act and California Privacy Rights Act provisions in Civil Code sections 1798.100 and following. Those statutes govern public custodians and covered businesses in their own roles; they do not turn this private reference into a records custodian.

12. Severability

If a court finds one part of these terms unenforceable, the remaining provisions continue in effect.
